If the WOD just stopped and drugs like marijuana were simply decrimninalized then the profit motive for all of the border crime would be reduced and that crime, in turn, reduced. And that's only one thing that could be changed that would save both countries money. That Mexico has a very corrupt government is undeniable, but it's top down corruption.
